David Baird
David Baird founded the Impact Associates after having successfully negotiated the impact fee process from both sides of the development table. He has successfully led impact fee appeals for major clients across the country, including businesses developing many of Utah’s high-profile projects.
Additionally, David has served in multiple city administrations throughout the Intermountain West, led clients in complicated site selection, tax increment financing procurement, and zoning ordinance modifications. David holds a Master of Business Administration degree from the University of Utah.
